While I’m tied to the Stone rather than the Fae Realm, I’m fairly certain that in another life, I was a dwarf in a relationship with an elf woman. Yes, Elenari (of whatever tribe/culture) and Til’Quintain type elves are definitely children of starlight.
I used to get the Silver Elves letters, but I’ve been out of touch for about 6 years now.
