As somebody who actively studies content shared by The Silver Elves, I would say that The Silver Elves historically recognize the distinct tribal autonomy of Draestari and Elenari kind and have approached this subject as viewing any Elenari kin as cousins or family of sorts through being “Star Elves”, if an Elenari also identified as a Silver Elf or finds themselves claiming such as identity there definitely can be moments where Draestari would also be Silver Elves, so Elenari aren’t Silver Elves but some Silver Elves are Elenari if this makes sense
